since this is a force diagram for the sled, you dont care what forces act on the dogs or what forces the dogs exert on other bodies

This is multiple choice, so you can go through the options and eliminate those that aren't relevant. Since this is the a force diagram for the sled, you're only worried about the forces on the \(\it sled\). Everything the dogs do is summed up by \(\overrightarrow F_a\). Also, velocity plays no part in the picture of a force diagram!! What's left? Normal force. And does it make sense? Yeah, otherwise gravitational force would be left unchallenged, bring the sled downwards like in freefall.
