There flying is used as a verb, it is meant for action, so it is verb.. Standing water, here standing is not verb, it is not used to show any action, it is participle. use trained dogs, use is verb, it is showing action that police use, trained dogs, so it is participle. was laughing at - She was laughing, doing some activity, showing some kind of action, so it is verb.. This I think should be the best answers, but you have to wait for others to tell you their opinions.. :)
