He is using the first form of the word Gay or Happy so he is saying A poet could not but be gay or happy.

the daffodils seem "happier" than the waves because of how they move in the breeze. this inspires a gay/happy feeling within the poet because he is enjoying the daffodils.

he already used the word glee and being that they didn't use the word happy they didn't walk around going oh hey i'm the happiest guy here they said i'm feeling gleeful
