How would you describe the phosphate group in DNA besides saying it is a Oxygen double bonded to 4 phosphates?

I wouldn't say that at all. Mostly because 1) inorganic phosphate is \(\sf PO_4^{-3}\) 2) Because it ins't a inorganic phosphate but a phosphodiester, which you can explain as a inorganic phopshate reacting with two hydroxyl groups (in this case from ribose) to form a ester bound.

These days, most people know about DNA as a complex molecule which carries the genetic code. Most will also have heard of the famous double helix.
