I would say that the mood is eerie because it is dark,the cell was old and crumbled, and smelled of sea air. Most likely he is in Jail. Because he describes how filthy the cell is. this is me "rewording" what they said cuz what they said was on the right track but the train wasn't getting to the station lol you know what i mean??? but mine more professional and flows better :)
