This is a vague question. Hawaii and Alaska could be classified as outlying. Puerto Rico and the US Virgin Islands are closer to the mainland. So, I will assume the questioner meant territories. Guam, American Samoa, Puerto Rico, and the US Virgin Islands are all territories and not states. This is the same designation given to places like Utah, Nebraska, Alabama and many more before they became states. Washington, our capital, is a district and is governed almost like a state. Territories and the district do not have voting members of Congress. They have delegates that represent them, but delegates do not have an official vote. Since they do not have Congressmen, they don't have electoral votes. And electoral votes is what wins the presidency, not the popular vote.
