Do you need an equation? You're working off perimeters, you have 90ft of fence, so every length you make has to have an equal counterpart (for it to be rectangular). This gives you 45ft (90/2). If the length and the width have to have a difference of 15ft, the only thing that makes real sense is for it to be 30ft by 15ft, as 30-15 is 15, and 30+15=45.
