I think its just A but its a multiple choice question so im not sure if there is another one...

the graph starts at y = 3
slope is 3/2
so the equation would be
y=3/2x+3
Now just solve for the equation so that it looks like the one above.

y-4=8/5(x-3) Swap the -'s for +'s because the numbers were negative...
y+4=8/5(x+3) And that answer is A...
