What defines as substance as being acidic? At what pH is rain, snow,or fog considered acid rain?

OpenStudy (anonymous):

There is a scale for acidic things. The scale is from 0-14 and 7 is known as neutral. The lower the number the more acidic it is. So battery acid is a low number. The higher the number the more pure(or alkaline) the substance is. For example bleach and soapy water are like 12 and 13 on the scale. And gastric acid and lemon juice are numbers 1 and 2. Get it? well distilled water is 7 so sea water is like 8, the pH of normal precipitation is around 5-6 because it is more acidic that distilled water, which means fog should be too and the stream water is like 6-7. Acidic rain ranges from like 1-5 so really the most acidic rain snow or fog is around 5, but it isn't always ranged there..
