In the South, "slave codes" placed significant restrictions on Black Americans who were not themselves slaves. A major purpose of these laws was maintenance of the system of white supremacy that made slavery possible.

Answers.com says The main purpose was to pass laws that in effect kept the black people as slaves, but by calling them things such as "servants", they were not technically considered slaves. For example, it was illegal for a black "freedman" to quit his job. If a black person could not pay court costs, he was "hired out" by the court to pay off his debt. Masters were allowed to enact corporal punishment upon their servants.
