If you look at it in a immigrant way then yes it is. Example; If a person comes from Cuba by boat and they don't have a passport then that makes them an illegal immigrant, they can have, or make the excuse of being in Danger in Cuba and the US government will not really mind that they are in the US as an immigrant. But this the country to country. But state by state is not illegal because you are still in that same country.
On some technicality's, yes. Legally the answer is no. Not unless you have some special permits and papers or some citizenship there.

If you are a US citizen, and you wanted to take your boat out for a cruise all the way up the coast of California, past Oregon, to the shores of Washington? You could absolutely do that legally, and without a passport. You could also do it from the Gulf of Mexico at Texas, around Florida, and all the way up to Maine. You don't need a passport to travel by boat up and down the coast of your own country, no matter how many states you cross by water! As long as you obey the laws en route and stay in US waters, a simple Driver's License would suffice as an acceptable form of ID, if you needed to use it. Dunno if that answers your question? lol
