Can some one please at least help me with part C?

Factoring out the 3/7 will allow you to deal with smaller numbers. That's one benefit. Because if you use the order of operations, the two multiplication problems will be 3/7 x 2/3 and 3/7 x 11/15. That last one is going to give you some really big numbers to deal with, and you'll have to find a common denominator before you can add. If you factor out the 3/7 first, then you just need to find a common denominator for 2/3 and 11/15, which is a much easier task.
