It seems like they are asking you to "graph" a half open interval? I'm puzzled by the question.

Sorry. I thought it was a point. I didn't notice the square bracket on the right side. Yes, this is an interval. Start with a number line. Place a closed dot at 2, and an open dot at -8. Then darken the line between those two points.
