standard form is ax + by = c where a is not a fraction or a negative. they give you -4y = 3 - 2x. to get the x on the left side where it should be, you do the opposite. so since it's being subtracted, you're gonna add it. so 2x - 4y = 3

if they gave you -4y = 3 + 2x, you'd have to subtract 2x from both sides -2x - 4y = 3 and since a can't be negative, you'd have to then multiply the whole equation by -1 which would be 2x + 4y = -3
