In many aspects, very much so. The Germans felt they were shorted in the treaty of Versailles (ended WWI) and given a bad rap. They treaty forced them to accept full blame for the events of the war, pay reparations to the countries they invaded, and required that Germany's military disarm. Hitler's career began as a member of the German army in WWI, he along with many others German sympathizers felt that their country was humiliated and taken advantage of, so they would meet in private bars discussing their plans for revenge, so to speak. While they are many other underlying causes for WWII, namely the Nazi movement to create a new world, WWI certainly was one of them.
