Why do sound waves travel faster in steel than in air or water?

Because unlike electromagnetic waves, they do not need a medium to travel in. They travel the best in vacuum, whereas a sound wave, which is longitudinal needs a medium to travel in, that is why a solid, made of more concentrated particles than a liquid or a gas promoto more wafting of the sound particles to travel.
