A horizontal line is any line y=a (where a is the constant, and y is the output variable). All of the x-values for the horizontal line are same.

So, lets say you wanted a \(\normalsize\color{black}{ \rm horizontal}\) line going through the point, \(\large\color{black}{ (3,-4)}\), then you would say \(\large\color{black}{y=-4}\). But, if you wanted a \(\normalsize\color{black}{ \rm vertical}\) line going through the point, \(\large\color{black}{ (3,-4)}\), then you would say \(\large\color{black}{x=3}\).
