Okay well B and C are out, cause they just don't make sense :) In the beginning of the ARW, enlistments were short because support for the war was low and people were not willing to take on long enlistments. Despite this, I think Washington would have prefered longer enlistments because the short ones made it very difficult to keep well trained troops together.
