The Gulf of Tonkin Resolution is not a government program. Social Security started during the Franklin Roosevelt administration. Southern Democrats in the 1960s were the remnant of the Democratic Party that was pro-slavery 100 years earlier. These "Dixiecrats" argued that all Southern whites needed to vote as a bloc to keep civil rights laws from being passed. They probably didn't like Head Start either, but that's a minor thing.
