eia.gov has a glossary. according to the website, net interstate flow of energy is: "Net interstate flow of electricity: The difference between the sum of electricity sales and losses within a state and the total amount of electricity generated within that state. A positive number indicates that more electricity (including associated losses) came into the state than went out of the state during the year; conversely, a negative number indicates that more electricity (including associated losses) went out of the state than came into the state."
