A Rational Number is a real number that can be written as a simple fraction (i.e. as a ratio).

Recall: All integers are rational. All non-repeating decimals are rational. All repeating decimals are rational. All fractions containing only rational are rational. 0 and 99 are both integers therefore rational, so 0/99 is rational.
