It's a run on. More precisely it is a comma splice. Two complete sentences are run together with a comma between.

As a score settler, it's A. A fragment would be like "While mother was cooking" A run on is something that needs a form of punctuation to end the sentence. In this case, it's a question mark needed instead of a comma

No Wrong wrong wrong, It is a run on sentence has a subject but doesn't make sense therefore I would go with A.Run-On-Sentence!
