How did the Louisiana territory come to be under French control

OpenStudy (fools101):

How did the Louisiana Territory come to be under French control? i have other questions too 1)Jefferson and Burr tied with the same electoral votes. How was this settled? 2)The Judiciary Act of 1801 created what? 3) In 1800 which country claimed the area west of the Mississippi? 4)Lewis and Clark were chosen to explore the Louisiana Territory;Explain why? 5)The Louisiana purchase caused what political unrest? louisiana was discovered by french explorer robert cavelier in 1682 i believe and he named it in honor of the king. soon the region along the mississippi fell under the realm of "new france". 1) after the tie, the election went to the HOR where jefferson was elected by its federalist majority because he was in a sense the lesser of 2 evils (burr was a really extreme strict constructionist and jefferson ultimately proved to be somewhat of a loose constructionist when we consider the louisiana purchase and the barbary wars) 2) the judiciary act was president adams last attempt to ensure the future of the federalist party. signed within days before jefferson became president, the act estbalished what would be called "midnight judges" - federalist supreme court justices that would in theory keep in check the power of the new democratic republican president jefferson 3) france and spain 4) they were well known in their fields and already had an interest in teh project before the us officially acquired the territory 5) jefferson originally said that the US would buy the port of new orleans and as much land east for no more than 10 million. napoleon, desperate to give up his norht american claims after he lost haiti so he could refocus his attentions to europe, offered to sell the entire lousiana territory for 15 million. jefferson agreed without asking congress, a right he wasn't explicitly given in the constitution (it was an implied power under the right to make/negotiate treaties, but jefferson prided himself on being a strict constructionist, meaning he would have rejected the legitimacy of implied powers) Hope the helps! ~JESS~ let me know if this didn't help
