There are no qualifications. For C Technically you don't have to be a lawyer, but it's more unlikely if you're not a lawyer.
"The U.S. Constitution guides the process for confirming a federal judge, but does not specify qualifications. Notably, a federal judge is not required to possess a law degree unless he serves as magistrate or bankruptcy judge."
it said nothing about B, so it's A by process of elimination
I checked a couple of other sites and none of them said anything about B.
