multiply the first one by 8, the second by 3, then add and the y terms will drop out

The 'elimination' technique just wants you to solve the equation by eliminating one of the variables. The way to do this would by to multiply both equations by some value where when you add them together, only one variable will remain which you can then solve for.

And when I say add 'them' together, I mean add the two equations together.
