if you multiply the second one by \(-3\) you get the first one (almost)

\[3x-9y=0\\ 3x-9y=9\] the left hand sides are identical, the right hand is different so you cannot solve this

well answer is a unique value for both x and y expressed as a point (x,y) where both the x and y values are true if plugged in into either equation.
