A SENTENCE FRAGMENT fails to be a sentence in the sense that it cannot stand by itself. It does not contain even one independent clause. I don't think it's D because it doesn't seem logical, not to be offensive jay. But I think it's C.

and plus a proper sentence must have a noun and a verb which a sentence fragment doesn't have either

D, because it's never acceptable in formal writing. In fiction it is, as telling a story does not have to be formal.
