If they are going to divide something in half, they have to do it thoroughly. If it were thoroughly divided in half it would be 1.23, not 2.23

It is 2.46 originally, which is one hundredths. In order to make it one thousandths, you would move the decimal one place to the left, which would give you 246/1000. Do you understand what I'm saying?
