Explain how you can safely determine whether a given solution is acidic, basic, or neutral

Generally, if you read up on pH, you will get a gist of what you need to do. The most effective way is to use blue and red Litmus paper or cabbage water (Litmus paper is preferred if you have it on hand). If the solution turns red litmus paper blue, the solution is basic. If it keeps blue Litmus paper the same, then it is for sure basic. If the solution turns blue Litmus paper red, then it is an acid. If it maintains the colour of red litmus paper, then it is again an acid. Neutral solutions will not change the colour of either red or blue Litmus paper, so you must test both colours for each solution. That is the probably the fastest and most standardized way of testing, but it is very crude and just tells you if the solution if one of three: an acid, base, or neutral solution. You must use more advanced methods to pinpoint pH, which is on a scale of 0-14 (0-7 being acidic, 7-14 being basic).
