Under the Articles of Confederation, if the need for a national improvement, such as an interstate road, arose the states could be ordered by the federal government to fund and resource the project the federal government could raise taxes from states to pay for improvements the federal government could ask for help from states, but they could refuse the states could be forced to contribute to a federal fund to pay for improvements

I believe it'd be the first one. From my teachings in history on the Articles, and what I have read, it was a very weak governmental system that heavily relied on the States to run themselves pretty much. The States each had their own currency, which lead for a tricky transfer of money since there was no national currency yet, leading to my assumption of the State having to pay for their own roads separately from the Federal government. http://en.wikipedia.org/wiki/Articles_of_Confederation here's a link also.

I would go with A but I'm not entirely sure to be honest, I haven't had a lot of study on the Articles yet, but from what I've heard so far A fits.

It's because " We the people, in order to form a more perfect union..." shows the sense of people for the government, not government for the people. The people established the nation, not the government in other words.
