Eventually they may appeal to the Supreme Court. If the Supreme Court agrees to hear the case, the nine justices then rule. If a majority of the justices agree, the executive order is declared unconstitutional and removed. c. The citizen files a petition with a member of Congress who has the power to change a presidential order. d. The citizen files a petition directly to the Supreme Court, which must act upon that request during its next session
