the first number never > 1, hence, if your first number is 5, you must move the dot one more time to get 0 which is <1. I mean: if the number is 12000, then scientific notation is 1.2*10^4 but if it is 22000, then, you MUST make the first number <1 by moving the dot to the left one more digit, and it becomes 0.22 *10^5
