Since the dilation is a factor of 2 with center at the origin, every coordinate is multiplied by 2.

Take the ordered pair that represents each vertex. Then multiply each coordinate by 2. Now compare these new ordered pairs with your choices. For example, C(2, 2) becomes C'(4, 4). Do that to all 4 vertices.
