The article set up a government that consisted of one house body of gov't with each state having a single vote to actively could make decisions on certain things. There was no president and of course no judiciary. The Articles of Confederation gave too much power to the states. States could coin money, but it couldn't collect taxes. Congress was very limited to what it could actually do, the government could declare war, conduct foreign affairs and make treaties ("basically the stuff you need to do to go to war with England."). So that is why the Constitution put it all in order by the separations of power and checks and balances; checking that one branch of government doesn't get too powerful over the other. Making sure that power is equally shared.
