An operon is a series of genes that work together, operons are frequently made with genes from different gene families. For the question, look at it this way: would it be more likely for a gene to gain a new function through mutations that alter it or though a duplication, which would leave at least one functional copy of the gene, and then mutations to one of the copies of the duplicated gene, but not all copies?
