You are asked to solve for y in the equation –3 = 5y – 2x, given that x = –4. What is the first step you would take? A. Substitute –4 for x in the equation. B. Add 3 to both sides of the equation. C. Divide both sides of the equation by 3. D. Add 2x to both sides of the equation.

i would say the simplest way would be to substitute x = -4 because look how simple it would be to solve from there. -3 = 5y -2x -3 = 5y -2(-4) -3 = 5y + 8 then you can simply solve for y :)
