How can the occurrence of fossils and their known age ranges be used to date rocks

If by occurrence of fossils you mean fossils near the rocks, then you can use the age of the fossils to determine the age of the rocks. Since the fossil was near the rock and you know the age range you can use this to determine the age of the rock.

@Clongoria2 is right because when you find rocks and fossils next to each other that means they were there during the same time because once they get covered a new generation of rocks/fossils stars and a new layer of rocks/fossils is formed.
