Will there be a centripetal force is a car is traveling along a 'reverse' banked road? (road is tilted away from center of curvature) How would that affect the normal force? Normally the road is tilted toward the center of the curvature.

Interesting, if the banked road is reversed then there will be a force that is going toward the rim of the circle

Absolutely, there will still be a centripetal force. But it will be largely due to friction rather than the normal force (unlike when the road is tilted towards the center. A simple analysis of the motion of an object tells you if there's centripetal force or not... is the object moving around in a circle? Well then it must feel an overall net force towards the center of that circle.

And this is again because in order to change direction of velocity, a force is required.
