I'm not sure you still need help. I'm just gonna type out part of my textbook. "Since Americans have different views on how federalism should work, conflicts arise over the question of sovereignty on specific issues... Disputes that go through the court system can take months or years to settle. Critics of cooperative federalism point this out as a flaw in the system, that the lack of clear jurisdiction leads to insufficiency and claims disputes. During an emergency, it can be critical to determine jurisdiction quickly as local, state, and federal workers must coordinate their activities to best respond to citizens needs."

It doesn't say that the system is unresponsive, but it does say that it can be bad at dealing with emergencies. It doesn't say anything about cost. It does say that there is an issue with efficiency because they have to decide which level of government has sovereignty.
