1.The Second Continental Congress succeeded the First Continental Congress, which met briefly during 1774, also in Philadelphia, Pennsylvania. The second Congress managed the colonial war effort, and moved slowly towards independence, adopting the United States Declaration of Independence on July 4, 1776. They reaffirmed American loyalty to Britain. However they called for a boycott of all trade with Britain until Parliament repealed certain laws and taxes, especially the Coercive Acts. But when the Second Continental Congress met again in Philadelphia on May 10, 1775, the mood was very different. A lot had happened in the meantime. In April of that year British troops tried to seize military supplies of the Massachusetts militia. This led to the Battles of Lexington and Concord. Congress organized the Continental Army and chose George Washington as commander in chief. King George officially declared the colonies in rebellion on Aug. 23, 1775.
