When you say "seven and five", even though they are two separate numbers, you are quoting them as one group, in which you would use a word appropriate for a singular application. Therefor, "is" would be the correct answer

If you were to say "are", you would be separating them, which would be incorrect, as seen in the following examples when broken down. "Seven is thirteen" "Five is thirteen" "Are" wouldn't connect the two words, but instead it would individually connect them with the word "thirteen"
