Which was the main provision of the Wade-Davis Bill of 1864 that led Lincoln to "pocket veto" it? The bill required a 10-percent tax on state government revenues to pay for Reconstruction. The bill required leniency toward Confederate soldiers, granting them amnesty. The bill called for the immediate dissolution of all state governments and a military takeover. The bill required a 50-percent oath of loyalty from citizens in a reconstructed state. The bill advocated the return of all seized property, including slaves, to citizens in reconstructed states.
