There seems to be conflicting usage of the apostrophe in the case of words ending with "s". I personally prefer the version without adding an extra "s" after the apostrophe. The "correct" version will be the one given by your teacher or that appears in your notes. See for example: http://www.grammarbook.com/punctuation/apostro.asp

So sorry you didn't get any help. For future opentudyers the answer will be A, Horse's When having more than one you put the ' before the s When it is just yours, you put it after. :)
@Pinkiexoxo @Valentina10 hint: "the horses head\(\color{red}{s}\) turned...." so how many horses? One or more than one? Singular: horse's plural: horses' (or sometimes horses's) depending on usage, as seen in reference above.
