The U.S. and the Soviet Union kept an uneasy balance of nuclear capability. They had more land based nukes, but we had practically unassailable submarines with nukes. Having a huge standing army and nukes was plenty of deterrence. The two countries tried to avoid overt displays of hostility towards one another. It was more a game of cat and mouse. So, when the Soviets invaded Afghanistan in 1979, the U.S. didn't publicly respond. Instead, we secretly funded the resistance fighters.

yeah i know @EclipsedStar cold war was not a war but a state of political and military tension after World War II between powers in the Western Bloc (the United States, its NATO allies and others) and powers in the Eastern Bloc (the Soviet Union and its allies in the Warsaw Pact)....
