Well, in the /23 you start out fine. But then you seem to stop doing the .0 at the end of the subnet. Oops.

On the /21, that is 8 class c blocks or 2048 addresses. If you think of it as 8 class c, then when you start with 172.16.0.0 then the start of the next block is 172.16.8.0. By subtracing one address you get the broadcast of the block before, so 172.16.7.255. Only when you deal with blocks smaller than a /24 (so /25 to /32) will you end up with network and broadcast addresses that end in anything other than 0 and 255.
