they want you to write an equation that goes with the data presented
clearly we have a line here since the rate of change in otherwise slope is constant
so just use you usual means to find the slope and then use one point of those
to write the equation

the slope \[m=\frac{9.5-10}{1-0}=-\frac{1}{2}\]
then use the point slope formula
\[y-y_1=m(x-x_1)\]
