i guess two thirds of four is supposed to be 2.7 so you are right as for the second one, it is \[y=\frac{1}{4}x-6\]?

Wait the second one this was the options y= 1/4x − 1 y= 1/4x + 5.25 y= −4x + 5 y= −4x − 1.25
