The reason I don't believe it is B. is because it specifically states that large amounts of white people moved to the cities which we can see from history was not entirely true... I personally believe the answer is D.

It is true though that more people moved to the cities during that time...
I think just that a lot of white people left when the african americans migrated to the cities and I guess that's what the question/answer were addressing :)
