Atoms are considered the building blocks of all things, but minerals could be correct as well if and only if You're talking about sedimentary rock. I would go with atoms.

No. Atoms are the building block of everything, but you are going too far when you say they are specifically the building block for rocks.

In the natual world, the building block is usually the next step down. You have to go several stps to get to atoms, and why stop there? you could say quarks! Which is just as useless. Atoms are the building blocks of molecules because a molecule is a collection of atoms. It is that sort of one step relationship.

Both of them are correct, you just have to base your answer on which one you think answers the specific question the best. Again, I would go with atoms.
In any traditional Earth Science, the answer is not going to be that far removed from rocks. What is a rock, any rock, made of? You might see a piece of granite with mostly white quartz in it with flects of pink feildspar and black biotite.
