The Carthaginians received Roman mercy, or clementia, and, thanks to the benefits of the Pax Romana, had great economic success. The Romans acquired the provinces of Spain, Sicily, Southern Gaul, and North Africa.

They would, in fact, do so, if they gained an alliance. They weren't always above violence, but they would try to, at least, form alliances.
